Pursuant to Article 5(3) of Annex Part A of Regulation (EC) No 838/2010, ACER “ shall make the proposal on the annual cross-border infrastructure compensation sum based on a Union-wide assessment of the infrastructure of electricity transmission associated with facilitating cross-border flows of electricity. The Agency shall undertake its best endeavours to carry out an assessment within two years of the date of application of this Regulation”. ACER has commissioned the consulting firm Consentec to conduct a study with the aim to obtain assistance in assessing the annual cross-border infrastructure compensation sum and drafting the above mentioned proposal.
In order to ensure transparency and full involvement of the stakeholders, ACER is organizing a workshop entitled “Assessment of the annual cross-border infrastructure compensation sum” which will take place on 25th October in Ljubljana, from 12.30 until 16.00 The workshop is intended to provide opportunities for the stakeholders to clarify the options and analysis, and to give initial reactions to the questions raised in that consultation, before responding formally to the published consultation.
This workshop will follow the publication of ACER’s consultation paper on this topic around mid-October. The consultation will be based on a draft report produced by ACER’s consultant Consentec, which will cover the proposed methodological options for determining the ITC annual cross border infrastructure compensation sum fund size based on LRAIC principles, criteria for assessing these options, and the result of the assessment together with preliminary numerical results of these options. It will also cover an analysis of the suitability of using LRAIC to determine the sum.
The outcome of this workshop and the public consultation will inform ACER’s next steps to deliver the recommendation to the Commission on the ITC annual cross-border infrastructure compensation sum and the suitability of using LRAIC to determine this sum.
