In February 2020, the National Regulatory Authorities of Denmark, Finland, Sweden and Norway referred to the European Union Agency for the Cooperation of Energy Regulators (ACER) four proposals made by all Transmission System Operators on the methodologies to create a Nordic automatic Frequency Restoration Reserve (aFRR) Balancing Capacity Market. The four methodologies are:
These proposals are all in line with the EU Regulation establishing a Guideline on Electricity Balancing, which aims at integrating the EU balancing markets.
ACER is competent to decide on these proposals in accordance with its founding Regulation as these proposals were referred to ACER after the National Regulatory Authorities failed to agree on them.
In order to make an informed decision, ACER welcomes comments and views from the interested stakeholders.
All interested parties are invited to submit their views by 20 May 2020, 23:59 hrs (CET).
ACER will remain flexible in case a given stakeholder cannot manage to provide feedback by the deadline due to disruptions caused by the corona virus outbreak.
The public consultation is available here.
